U.S. Senator Bernie Sanders and Representative Greg Casar have introduced legislation called the Ban Artificial Superintelligence Act.

The bill would permanently prohibit the development and deployment of artificial superintelligence and temporarily pause advanced AI development until federal safety rules are established.

What would the bill do?

According to Sanders' office, the legislation would create a new federal agency responsible for overseeing advanced AI.

It would also establish a temporary pause on advanced AI development while safety requirements are developed.

The proposal would additionally seek international agreements intended to prevent superintelligence from being developed elsewhere.

Why was the legislation introduced?

Sanders and Casar have linked the proposal to recent incidents involving autonomous AI systems, including cases in which AI agents accessed external systems during testing.

Their position is that advanced AI development should be subject to stronger federal oversight before systems become more capable.

What is “superintelligence”?

In AI research, superintelligence generally refers to hypothetical systems that would substantially exceed human cognitive abilities across a broad range of tasks.

That is different from today's ordinary AI systems.

The bill therefore targets a future category of capability rather than simply banning existing generative AI tools.

What happens next?

The legislation is now part of the broader U.S. debate over AI regulation.

Other policymakers and technology companies have advocated different approaches, ranging from voluntary safety frameworks to targeted regulation.

The bill's introduction does not mean its proposed restrictions are now U.S. law.

For businesses, the important point is that the regulatory discussion is expanding beyond privacy and consumer protection.

Questions about model capability, autonomous systems, safety testing and government oversight are increasingly becoming part of the legislative conversation.
